Need some help

I am new to the digital scanning. I was planning to buy a BC796D that has the APEX 25 card already in it. My question is will I be able to recieve the tranmission from the City of Fort Wayne Indiana. I,m not sure what type of system they have but, I do know they are digital. Also is this scanner a easy one to operate. Thank you :?: :?: :?: :?:
