This is a list based on public documents and actual listening. It has everything but the secret Groom Lake stuff. [The VHF airband Groom Lake frequencies are easy to find with bandscanning and locking out known frequencies.]

I'd appreciate people scanning the watch list at the end of the PDF. The document it comes from is official, but not very recent, hence I was reluctant to list them as good frequencies.

You can add 140.05 for Nellis. I suspect it is FM. I found it listed as a frequency for some fire related hardware. It may not be voice.

Northrop Grumman pulled an experimental license in the 700MHZ band for some LTE type gear. Possibly they will have a few itinerant radios in use as well since their system is experimental. This is at the Nevada Test Site.

Nellis and the TTR have been construction sites for months based on notams. There may be itinerant users there too, though I doubt their talk is very interesting.
