Bill Text - AB-1785 Vehicles: use of wireless electronic devices.

Reading this, it seems to apply to "specialized mobile radio" as well as phones. SMR means two way radios. There is a "one tap" exemption though for mounted devices, so maybe PTT press is considered a touch...but what about scanners? Is a receive only device considered a communications device? If I need to change scanner channels with more than one press, can an unfriendly cop issue a citation?

The new text is poorly worded so it is anybody's guess if you could be issued a ticket while transmitting on your ham radio using a hand mic or operating a scanner.
