(new?) 700 system IVO Waco, Tx

I am receiving a 700 system that is not in the RR dB from my hotel here in Waco.

signal strength is low, but decode is solid.

769.46875d
769.93125a
770.21875
770.68125

Sys ID BEE00.AB4 - site 1.5 - seems to be a P25P1 system.

BSI is "CHANGEME" (as usual, LOL)

TGs 3000 and 3002 fairly active, all encrypted. RIDs 525xxxx

none of the above 700 freqs are in the FCC database for Texas.....

just throwing it out there.

That might be one of the LCRA sites. Thise four frequencies are all part of site 26, Wimberly, in Hays County. That's south of Austin, but maybe conditions are just right that you can hear it.

I don't see either TGID listed, but the system is, by all accounts, expanding into new areas.

I have a decent suspicion it's some kind of LCRA testing. Those are all LCRA use even if not that site, and it's reasonably likely it's a new one entirely.

The system ID and WACN have MSI written all over them.

I've been listening to our mystery system up here, got TG 1002 which is unencrypted, and I would almost swear it sounds like some kind of youth facility, maybe even Ron Jackson in Brownwood since there's been mention of Brownwood directly in chatter. Also talk of an infirmary and a school program that's specifically for at risk youth.

It's a state correctional agency as far as I'm aware. They have OIG security there also so it could even be that but it leans TJJD to me which also does have a facility in Mart close to Waco which may explain picking the system up there as well.

I think I remember a few years ago one of the DPS interop planning documents or something said that Texas Youth Commission was going to or already had 700 MHz.
