New 700MHz P25 System on the air

The system has been on the air for about a week already (possibly longer, but I only caught it last week), so far no voice has been heard on the system, only a CHANGEME CWID. This control channel is at full signal strength in NYC area.

New Jersey Nothing ANd CT nothing in FCC data base for 1st freq.... Nothing listed in PA as well....

I kept trying various freqs in the FCC data base,.......guess theres no lic there

I believe for 700MHz systems if it coordinated through the 700MHz regional group, it does not need a FCC license.

Look at the New Jersey 700MHz PSWN, I believe it is similar case.

State block license channels do not need a site license (they are a single license to each state). Channels from the regional pool DO require site licenses.

Every state has a 700 MHz license that covers them statewide for the entire 769-775 and 799-805 MHz ranges. NJ's license is WPTZ794 and NY's is WPTZ779. The actual frequencies they use are still governed by the Regional 700 MHz committees, with particular frequencies assigned for usage within specific counties to avoid interference with neighboring states. Each site is covered by the State's license and does not require further licensing.

700 MHz systems for counties or agencies that are not part of a Statewide system do have to be licensed the same as any other usage.

It's important to keep in mind when searching for 700 MHz frequencies that they are generally assigned by the Regional Committees in 25 kHz blocks. So for example, Rockland County is assigned channels 425-428 which consist of the four 6.25 kHz frequencies of 771.6500, 771.65625, 771.6625 and 771.66875. They have both 771.65625 and 771.66875 licensed under WQON414 and WQON659, but it's entirely possible that they may use 771.6500 and 771.66875 instead, to keep maximum separation. If you searched the ULS for 771.6500, you wouldn't find them licensed for it, even though they technically are.

I'm curious to see how is the signal strength from other users in the area, the control channel is on 769.11875 now.
