?NEW? 9600 Baud system in Omaha

My BC796D found a 9600 baud, so it thinks, control channel. The frequency is 860.3375 and 857.3375. have not heard any traffic just wondering if anyone has found this and if they known who this belongs to.
The BC796D treats it like a control channel when I have it in ID search mode.

The last i heard OPD is operated by RACOM & they don't give out [PD] frequencies nor TG's . Like Norfolk PD, just for info!

The Omaha Public Power District System is not owned by RACOM. OPPD owns their radio system.

OPPD is in the process of upgrading their system to APCO 25. Since you are hearing a 9600 baud control channel, it is likely that are starting to test APCO 25 radios on the system.

In the process of the upgrade of the Omaha Public Power District upgrade, they will be taking over the control point and maintenance of the Douglas County Public Safety system. In the future, we may see these two systems merge together.
