New at 800 trunking

I have a new Radio Shack PRO-2051, i am trying to listen to Birmingham Fire Dept. new Motarola type II smart system. i have entered al the channels in order and talk qroups.All I get is data moise on the controle channel. I listen to simlecast dispatch on the old channel 154.190 with annother scanner so I know there is traffic what am i doing wrong ,or do I need something else? Thank for any info.

Is it a digital talkgroup your trying to listen to. I don't think the pro 2051 is a digital scanner.
