Where do i post to get help with freg. i have download police freg from here for my area. U.S.A Delaware kent county
but Dover pd does not work.. i have a ws 1065 scanner.. Any help

Dover PD appears to be on this system:

However, there is a note in the section that contains the Dover talkgroups that Dover PD is mostly encrypted. If you look at the Mode column for the Dover PD TGIDs, you'll see they are mostly marked as E, for encrypted. No scanner or programming will allow you to receive encrypted talkgroups.

It looks like Dover PD is encrypted so there is no way you can listen to them.
