Seems like it only addresses access for Journalists. Even with a limited scope such as this, I don't think it will succeed. The pro-encryption mindset, once in place, will not be broken.

Wuhan flu is spreading into a pandemic due to government secrecy - in general terms. Therefore, perhaps more people will appreciate the limits of government secrecy.

That's a HUGE stretch. China is nothing like the US, and radios have little to do with what happened there. That's like pointing to a protesting dissident who is arrested in China for using encryption as a reason not to use encryption. The connection to this site is encrypted, are we hiding something as well? Encryption and access are 2 different things.

The bill isn't banning encryption, it is looking for access. Access by the media might mean purchasing a $8000 radio and signing some serious legal documents. Hobbyist are probably not going to do that. It might also mean providing an audio stream with a delay - and maybe with stipulations as well. The encryption is here to stay.

Wet, Lather, Rinse, Repeat:

Postpone House Bill 20-1282 indefinitely using a reversal of the previous roll call. There was no objection to the use of the reverse roll call, therefore, the bill was postponed indefinitely. The motion passed on a vote of 6-5.

It's dead Jim.

Here is why it failed Law enforcement was allowed to testify first because they were against HB 20-1282 and then the people in favor of the bill went last but I'm going to email Rep. Van Winkle to let him know to let the Ham radio hobbyists the Media and the Lobbyists go first.
