New Boise County VHF System?

I see that Boise County, has applied for a new narrowband license on VHF-High band. Likewise, they received a letter from the Idaho State Police regarding this matter. Anyone know the story behind this?

I was going to make a comment but then decided to go and check the list of Idaho counties and low and behold, there is a Boise County! Just seems strange to me to have a city and a county with the same name but the city isn't in [that] county!...
