New Callsign Observed

I observed a few hits from BOUNCR63 on ADS-B this morning (0940 CDT), somewhere east of St. Louis. I haven't seen this callsign, and haven't located it in the various lists I've looked through. Any ideas?

Bouncr63 is over NE Oklahoma now coming down thru Springfield MO. Looks to be a MC12-W Recce Ship headed to OKC.

When I picked Bouncer 63 up her was east of Minersville, IL.

This same plane was west of Campagne-les-Hesdin, France on 08/10/18.

09-0649 was using "JULIET MIKE24" as it's callsign on the radio when it travelled over Italy and France to Prestwick last Friday. It departed from Prestwick to Keflavik on Saturday morning.

I'm new to HAM Radio, and still amazed you guys can put this info together like this...

What they are using is radio waves, but a computer on the aircraft is sending out coded signals. They are using computer software that is easily available to decode the radio signals, and identify the aspects of the aircraft.. very interesting stuff.. I am on the edge of doing that.
