New Castle County TG Question

While looking through our New Castle 800 radio at the station, I noticed a TG with the name 911HLP. Anyone know what this talkgroup is used for?

911 help is a nationwide 800 meg frequency. analog format. it is not trunked. This and the itacs are nationwide mutual aid channels
