New CPD frequencies

While reading a blog regarding last night's police shooting (http://shavedlongcock.blogspot.com/2011/07/2-chicago-cops-shot-in-011th-district.html), the blogger, a CPD detective, reports tact teams switching to a secure 800 mhz channel or network. I assume he's not referring to the old trunked system because tact teams don't carry the STX radios compatible with the system. I would also think a detective know what's he's talking about, when he says that it's secure.
Does anyone have any ideas as to what frequencies those might be? I see that the OEMC has some non trunked 800 mhz frequencies licensed - 854.5875, 855.4375, 855.8625, and 855.9125, but those may be used by the CFD. Also, the City's 470 mhz license has some frequencies going as high as 481 mhz, in trunked and non trunked modes, so this may not be an 800 mhz frequency at all.
If anyone can monitor some of these, or perhaps has some inside information about new frequencies or radios, it would be appreciated.

Some of the Tact Teams use Nextels...not department issues but personal ones. The radios are XTS 5000's /UHF which are not 800 capable. Their are a few additional channels on the re-programmed radios that are not heavily used, so they may have switched to these. Unless the had a STIX radio, i'm betting it was a Nextel.

If it was secure 800 they may have a few options, I would think that it would be one of the following:

1. the cook county sheriff Encrypted system

2. a encrypted StarCom21 talk group or DCI channel or

3. ITAC Frequencies used in simplex mode or maybe they have repeaters up on it? (which are probably encrypted)

also I was just wondering what the poster meant by:

does that mean that the frequency/frequencies in question are in the clear and they just think they are secure or do you know the frequency that was in use and can confirm they have encryption capabilities now?
