Brian, as the above member said, you will need a newer scanner. Add the Whistler TRX-1 or TRX-2 which will also do Phase 2, although not great. What scanner are you using and is it Phase II capable?
Having read the CCs listed are incomplete/ incorrect, I was hoping "Scanner1" will get back with the answers to the questions I asked. If Scanner1 is receiving on his 396t, I would like to know how. I was under the impression much of the system is phase 1.

Yes they are still mostly phase 1. I was thinking of the future when they go p2.

Brian. Try 773.93125. Remember it's transmitted in p25 so you won't hear the data stream unless you force the scanner to analog.

From a few hours of scanning this weekend on the Avon Site:
3023 - Reference to "DRS," possibly Dep. of Revenue services person responding to someone to assist. Mix of informal usage of names and unit numbers on the radio and reference to CT-20
1501 - Unknown
1591 - Unknown, Interop?

3023 x 16 = 48368 aka DMV.
I believe the reference to DRS was having someone check the fuel in the tanker for dye (taxed vs untaxed fuel).

I've driven around in North Central CT with my scanner and watched the signal on the P25 system, even in I91 signal strength was half of what I received on the Moto system, sometimes even lost the P25 system while I had 3-4 bars on the Moto system. IIRC it was Norwich, Stonington and Groton that are moving to the new system. In a article I read at least one of the above towns agreed to join after the state agreed to add equipment to the Towns towers to improve coverage.

RR has a new CSERN listing for the Groton PD with a DEC of 15901. My wildcard picked up an unidentified station at DEC 1591. Since a four digit DEC number is more in keeping with those already on CSERN is it possible that 15901 is a typo which should be 1591?

Forgot where I read it, but someone said that TGs for any towns using the 700 system are based off the towns/cities Town Tax code using some formula. Groton is 059, hence 159xx. Not sure how that will work when you get into towns with tax codes that start with 1xx.

I listened some more and you are correct, 3023 is DMV inspectors.

So see the number 1xxx 3xxx what about 2xxx like For For an example 2202 I don’t really understand the whole layout As I like to start putting in the radio I’d as a mobile or portable with the troopers badge number The 1600 in the 1700 like 1601 and the number go up Is it Mobile or portable 1701 and go up mobile or portable?

Most of the second part of the posted list is going to be inaccurate on the new system. Most everybody will have 6 or 7 digit IDs. The new APX radios have appeared as 1xxx and 2xxx for mobiles and 6xxx for portables. There are a few of the old 1xxx and 3xxx radios left but they should be gone fairly soon.

Since this is a system in transition, don't worry too much about the 4 digit IDs. The CSP ones are going to be "reused" by adding 180 to the beginning where others like DEEP or local Constables will change completely.

If you are monitoring the P25 system when someone talks on the 4.1 system, you see the current 4 digit ID. If you are monitoring the 4.1 system when a call originates on the P25 system, you see ID 65520 (reserved ID) since the 4.1 cannot handle RIDs over 65535. If you are monitoring the P25 site and there is a radio on the P25 system that is active, you should see 180xxxx (for CSP)

Example:
Troop H's only municipal patrol area with a Resident Trooper is East Granby. You have a CSP Trooper and local Constables employed by the town. The Trooper might now have a Mobile radio of 2345 and a portable of 6789. There are two ways you can see the radio. First, if the trooper is affiliated and transmitting on the Motorola 4.1 system (old CSP), the radio ID is the 4 digit ID, 2345. If the radio affilates on the P25 system, that radio uses 1802345 (180=CSP, 2=mobile, 345=individual radio).

So the East Granby Tax Town Code is 040. The mobiles on P25 will be 401005 (40=East Granby, 1=mobile, 005=individual ID

On the 4.1 system 2345 is a trooper with a new APX radio. on the 7.X system it will show up 1802345.
New APX radios on the old system will be 4 numbers.
