I've been monitoring Talk Group 593 which popped up recently. The contents of the transmissions sounded like dispatch identifying as 'OCC' and Engine xx requesting permission to leave Stop 5.

Talk Group 593 is not listed at
https://www.radioreference.com/apps/db/?sid=2810

Need more clarification to verify or not it is the new Street Car system here in Oklahoma City. Please monitor and report your findings. No need to rush into conclusions.

Edit: Some things they say is the battery charge percentage. I don't know if the street cars require battery use until they connect to the power grid. They always ID as 'Engine <NUMBER>" like what the Fire department does but not to be confused with the fire department.

This could be OCC testing the street car system. I do not know for sure.

Next to a scanner...
Its the new streetcar - they are testing the system. Sorry - I noticed it about a month ago, but didn't get it submitted until today.

It seems odd that all the other transit stuff is on analog, but the $130million streetcar had to go digital...

Thats not odd. OCC, Oklahoma Corporation Commission, is a state level government transportation authority. When the street cars goes full time the city will take over radio ops.

I get what's going on with TG593. That is the OCC testing the system until it opens. It must undergo over 310 miles of testing before it can be certified to carry passengers. Embark will be in charge of the Street Cars therefore the daily communications will be in analogue on the Embark talk groups.

Is it normal for EDACS systems to swap CC's often?

Good question. I am no expert but I can say based on just Oklahoma City Core Simulcast Layer there are times a CC would change to a voice frequency. I think it has got everything to do with the new system CC switching to a EDACS CC channel and at the time it happens the EDACS CC LCN's could have had voice traffic. When that happens I had to manually search them because Unitrunker only chases the CC channel if the LCN is marked a CC. Then I manually mark the voice LCN as a possible CC channel. (I am confused to)

That being said, The frequencies marked as CC channels in the RR database may change at any given time. Doesn't mean RR database is wrong it's just the nature of a trunked system to switch CC's

I wouldn't say anything we see in real world experiences are necessarily true a switch has been made permanent. The new system is sharing with EDACS system frequencies so be on the look out for Unitrunker acting like it can't find the CC. Use the voice frequencies to find it. Using SDR# or HDSDR can help find it a bit quicker.
