Thats why I wonder if this was supposed to have been an ISP car and the city got a real good deal on it and maybe others from the state.Although they do have both black and white units in a large lot at Dist 52.

Well well, D52 is just rolling in new commissions, aren't they . I saw a press release a few weeks ago saying that they added a pickup truck to their fleet in Indy, operating out of the DOT facility there.

More than one new truck, there are several including one on the Toll Road. If I rember right each region has at least one and Indy has 2 plus one or two "spares". Add that to the semi they have and they are getting sneaky...oh, and don't forget the Chargers already in service as well as the Mustangs....but the state is broke according to the Gov....
