New Franklin Co. 800 mhz. trs applications

Franklin Co. has two pending applications for an 800 mhz. P25 Phase 1 trs. With 11 T/R area sites it appears the county is well aware of the downsides of 800 mhz. trs operations in hilly/mountainous terrains and wants to improve the odds for reliable comms. Franklin Co. has a history on vhf of encrypting certain system users.
