Looks like a site at Easter Hill to cover South Camp Rd, Tiara Rado, and some of those canyons in the Monument. Property owned by Ute Water (hence the water tank up there), has been used for several years by wireless companies. Makes sense...about time, too. There was a VHF receiver site at Tiara Rado to try to cover the same areas. A known series of black holes.
