New GRE PRS-400 owner

I am TOTALLY confused. I live in Cumberland County (Fayetteville) in NC and I just got a prs-400 (analog). I got it mostly for the County Fire and Rescue, but now I'm not sure now if the County here is Analog or Digital. Does anyone on the forum know? I've heard some of the adjacent counties on the 154.xxx frequency's but so far haven't heard Cumberland County Fire/Rescue.
Also, are there any step by step guides to show me how to program the prs-400 with my local police dept Motorola Type II Smartnet system?

One reason that I am confused is, this page
Cumberland County, North Carolina (NC) Scanner Frequencies and Radio Frequency Reference
shows fire/ems on vhf (154.25). Most other things that I read says that Cumberland Co. Fire/EMS is on Viper. Which is correct?
