You didn't mention what your antenna set-up is; that's usually my first go-to when someone says they can receive some frequencies but only nearby. How high is the antenna? (Radio or roof mounted?) Is it out in the clear?

The only software you need is free from Uniden and is called Sentinel. What local area are you trying to program for the Bay Area?

If you 'just received' your SDS200, it's extremely likely that the database on the scanner is a year or more out of date. As Eng74 has suggested, you will need to install Sentinel on your PC in order to maintain the database. If you have not yet done so, you can find a link to download the software on this page:
(The same version of Sentinel is used for both the x36HP series of scanners as well as the SDS scanners like your SDS200.)
Once you have installed the software, then update the database for Sentinel. Once you have done that, use Sentinel to write the update to your scanner.

See this Wiki page for links to various topics on using your SDS200.

Also, when the scanner is first shipped, and also when Sentinel is first installed, only the Dispatch service types for public safety are enabled. Those would be Law Dispatch, Fore Dispatch, EMS Dispatch, and Multi-Dispatch. You also need to enable the Talk and Tac service types for each of those, such as Law Talk, Fire Tac, EMS Talk, etc.

Don't order the ProVoice upgrade unless you have a ProVoice system you need to monitor. ProVoice is no longer supported and is being phased out. What do you want to monitor? I don't see any ProVoice in the Bay Area.

Yeah, there's no ProVoice in any of the counties surrounding the Bay Area. For anybody to help you, you'll have to share your rough location (what city/county you're in), what you're trying to listen to (departments or systems in general), and what your equipment setup is (antenna/feedline/scanner/etc.).
