I just happened to notice the site modulation
in the database is set to FM

Should it be set to NFM instead ?

When I put it in auto mode on scanner it goes to NFM.

Authorized bandwidth for the 800 MHz spectrum is 20 kHz (4 kHz transmit deviation), per 47 CFR 90.209. For all intents and purposes, that is FM.

"FM" is 25 kHz bandwidth (5 kHz transmit deviation), while "NFM" or "FMN" is 12.5 kHz bandwidth (2.5 kHz transmit deviation). So while the 800 MHz bandwidth is not quite either, it is closer to 25 than it is to 12.5, and thus "FM" should be the mode of choice in most cases.

Your best bet would actually be to change the scanner's band defaults for the 800 MHz ranges, so that it's FM instead of FMN.
