Curious, why wouldn't this just be on the Cook County / Starcom21 network? Any idea why not, i.e., private comms, short-range transmissions, etc.?

License shows a total of 12 radios. MO only (no repeaters licensed) and 4 watts. So, yeah, local short range stuff is a good guess.

And 1km around center point, so yeah, probably around their office only.
