Since the license is statewide and the Repeaters are all FB2T they can pop up anywhere they wish/need, so you never know
Its all for the NC Urban Search and Rescue Task Force 6 which is based in Greensboro and fielded by the Metro Fire/Rescue system. They are not limited to mutual aid deployments in just Guilford County, so you may very well be hearing them in ILM during hurricane deployments, as well as anywhere in the US and cooperating foreign entities that request USAR mutual aid assistance through FEMA.
They will be on their own in the 400 range. Must be for internal communications because within NC, just about every single other agency will either be on VIPER, a local 700/800 radio system or 700/800 NPS...
Yep, what jthorp said, it looks to be for internal comms within NCTF6. How these freqs are used in the operations will likely depend upon the type of deployment, the scope of the deployment, and the location(s) of the operational equipment and personel in the deployment. It's all about the ICS requirements and internal logistics required for a given deployment, and it helps keep the group's internal comm load off the local and state systems.
