New LTR trunked system in Bend

I identified a LTR trunked system from Western Radio Services that wasn't in the database and submitted it. There are a few cab companies, Knife River and Cascades East transit using it.

I updated some talkgroups and added the Madras site info.* Not sure why I never added this system or the couple of others I have before. *Oh well, added now.

I also submitted Total Network Communications LTR system and Central Mountain Communications LTR system. Should be active on here in the next few days.
