New Navy P25 system question

I have a BC396XLT and am wondering what settings to use on my XT-Pro (Butel) software to monitor them. I have all the frequencies and talkgroups programmed, but I can't here a thing. I am 5 miles from the Naval Coastal Systems Center but can't hear a thing. Also, does anyone know the settings to use to monitor the old VHF Trunked system at the Navy Base here in Panama City? Make sure you have the right freqs and they're strong enough to receive: Program the freqs as non-trunking analog channels, then make sure you hear the signals clearly. Then change one or more to digital and confirm the signal's clean enough for the receiver to lock on and decode (look for the LNK or DAT indication). If all that works, then start figuring out the trunked system programming.
