New on Baofeng in Montreal

Need some help and clarifications please. I have UV5R Baofeng. Region Montreal.
Can I listen to some busy radio frequencies and can I store any frequency for alerts or emergency situation ?
What frequencies can I use for family ?

You can listen to any frequency you want within your reception range ...
Alerts -like what weather ? tune into 162.4 , or any of these on this list

Emergency ? define that. You can't hear the Police (dependant on your municipality) many other emergency groups are Encrypted .
Family ..that is another matter, someone will say you need a license form Industry Canada some will say use FRS/family radio channels UHF simplex, some will say radio not certified etc. so watch this thread .
I will get chastised for chiming in out of area , so lots to learn. Welcome this is an excellent resource for general or specific information.
