NEW ORLEANS -- Less than a month after the Gulf Coast oil spill began, the U.S. Coast Guard (USCG) could access a 700/800 MHz interoperable radio network featuring fingertip roaming throughout the Gulf Coast region. Building off the Louisiana state radio network, Brant Mitchell, deputy director, Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), reached out to Mississippi, Alabama and Texas to create an interoperable regional network.

While reading this article, it mentioned:

LWIN was first connected with Orange Beach, Ala. Alabama also operates a P25 700/800 MHz Motorola network. The connection was patched through one talk group because Orange Beach is limited to a single four-channel repeater, and Mitchell said officials didn’t want to overburden the Orange Beach radio system.

Since when did Baldwin County/Orange Beach, install a P25 700/800 MHz trunking system?

They didn't. Brent Mitchel doesn't know what he is talking about. He also states that the 68 site LWIN provides 95% coverage with a portable. As a user, I can tell you that is far from the truth.

I wonder if a state like Pennsylvania would be able to do this with OpenSky? I know OpenSky 2 is allegedly going to be more interoperable but is the original OpenSky?

Orange Beach went to a 700-800 trunked system earlier this year. They still simalcast on their old VHF PD and FD frequencies :
155.6700 118.8 PL PD
154.3250 107.2 PL FD

The trunked system uses the following:
769.09375, 769.34375, 769.84375, 770.11875, 770.51875, 799.09375, 799.34375, 799.84375, 799.84375, 800.11875, 800.51875

1000 - FD
1001 - FD
2000 - PD
2001 - PD
