New Orleans Metro and LSP

I am relatively new to the hobby and my mother lives in New Orleans.My PRO-164 doesn't seem to be able to pick up New Orleans Area public safety (LIWN). From what I can figure out, my radio is incapable of picking up APCO-25 systems. Do I need a new radio or am I just not doing something right? If a new radio is required, which one should I go after? Help would be greatly apreciated. Thanks.

yes u need a new scanner like the radio shack pro-197(base),pro-106(handheld)....or the gre models of psr-500(handheld),psr-600(base)....also the have a couple of uniden brands that cover the lwin...i live in houma and i use a psr-500 on the go and my pro-197 in the house and can pick up lsp,terrebonne s.o., houma p.d.,off of the gray and theriot towers
