New P25 fire disp

While I was tuning in on a new flagger freq, a P25 signal came over the 396xt " dispatching ----- fire " ,, I got distracted there... But I WANT to say the dispatcher said ( this is pease fire dispatch ).. I could be wrong. Anyway, here's the freq--- 166.225 NAC- FDC ... Now, the 396XT wont blare --encryption-- like the Pro 106.. Point is, In some cases, I am hearing 1 side, and signal stays on, but no voice.. They've been talking for the past 5 minutes about smoke in the eaves.. Anyone know this 1?

Thanks, I havent heard Pease fire til now, glad they are still 173.5875/136.5
