This looks like a temporary location license (FB2T/FX1T) for the MCSO, with additional UHF mobile frequencies attached to it.

This would provide a dedicated frequency to be used with the MCSO's existing portable repeaters that they use for extended rural or SAR ops over a larger search area. The UHF freqs are probably designed to allow input by those with UHF radios or modified 70cm Ham rigs, with the repeater output simulcast over UHF simplex as well.

This temporary repeater could then be cross-patched with a DTR talkgroup from the SAR Comm vehicle, FEMA trailer, or GJRCC, via their ACU-1000 at the comm center or their vehicle. The result would be interoperability over 3 separate frequency bands.
