Is this in addition to or replacing the BOEC dispatch?

Neither. "The building houses the Portland Bureau of Emergency Management (PBEM) and Portland Water Bureau's Emergency Management and Security offices." Both are completely separate operations from BOEC.

Its a pretty sweet facility, worth checking out if the tours are open to the public.
