new psr 400 programming

would like help in programming my new psr 400 i have loaded local pd freqs no problem the problem is loading talkgroups and the 800 freqs im able to load both 800 and talkgroups im not reciving anything as to the talk groups besides the set of numbers anything else to enter any help in this matter would be greatly appreciated thanks fred
