New Radios for DESPP and Region 5 DEMHS, or Big Doings?

Today I noticed a lot of new radios sign in, 14 DESPP portables (200xxxx ID's) and 22 DEMHS Region 5 (195xxxx) on LCD tactical channels and DEMHS interops.
Was there an incident or are they just adding radios?
