Well, it is official now that Regina gets new public safety radios in 2013. One guy from the "Wireless Age" seems to suggest that it will be a MOTOTRBO system. If that is correct then no more scanning of the buses, fire , EMS, etc., as NO scanner can decode MOTOTRBO and 2012 might be a good time to unload scanners while thay still have value. I'm keeping my old vintage ones through for air band and rail, which is what got me into the hobby in the first place back 45 years ago.

Radio System Infrastructure Upgrade

The Trunked Radio System Infrastructure was upgraded in 2003 and many of the existing components are at the end of their useful life cycle. This project will facilitate a gradual, financially and technically feasible system migration to the P25 System. Public Safety users require a Public Safety Grade Project 25 (P25) System. P25 is a suite of standards for digital radio communications for use by federal, provincial and local public safety agencies in North America that allow communications with other agencies and mutual aid responce teams during emergencies.

The city's Trunked Radio System that hosts over 1,300 public safety and public service users requires upgrading. The existing system was implemented in 2003 and is at the end of it's life cycle. System infrastructure upgrades will render some models of mobile and portable radio equipment inoperative and obsolete, therefore replacement is required. Upgrading existing devices where possible is considered less expensive than replacement. The department's 102 portable radio devices are upgradable to the new system and the 62 mobile radio devices require replacement.


Motorola Canada Ltd will be doing the upgrades.

I would think they would want it somewhat compatible to maintain provincial public safety interconnectibility, otherwise the whole thing was a waste if they can't communicate with each other...

This "Omyte" guy keeps suggesting that TRBO will be the new digital modulation. Where does he get his information from? The Provincial system is P25 NOT MOTO TRBO. Is he thinking that the provincial system will be changing over to MOTO TRBO? Somebody must know something?

In this report Laura M talks about the "brain". The computer that manages the radios. She is talking about the Motorola Trunking Controller. The City of Regina will simply replace their MTC-3600 with a new MTC-9600 ASTRO P25 Site Controller. Dan0myt does not have any idea what he is talking about.

P25 coming soon for RPS

The City Of Regina will spend $2,731,200 upgrading their trunked radio system
starting in this year 2014 and concluding in the year 2018.
The R.R members in Regina may want to start listening for a new P25 control
channel on one of the City's existing Motorola SmartZone system's channels.
The plan may look something like this. This may or may not be the plan.
Proposal for City of Regina, Saskatchewan Project 25 Upgrade
Motorola is proposing a communications solution for the City of Regina that details
migration of the current Motorola SmartZone radio system to a Motorola ASTRO P25
system platform. Motorola has developed a comprehensive migration plan based on
each user agencies needs. The migration plan accounts for how Subscribers, RF Site,
Consoles and Infrastructure will be migrated and/or replaced over time.
The following new equipment or upgrades to existing equipment are proposed for
year one of the four year plan phased upgrade.
* A P25 site will be installed during Phase 1 of the project and will replace the current
SmartZone site currently utilized in the existing system.
* The existing SmartZone system will be integrated into the P25 site using Motorola’s
SmartX site converter. This concept will allow the City of Regina to utilize their
existing SmartZone system and continue realizing the benefits of the current system
during the upgrade process. This allows for a multiyear phased approach for upgrading
the system to P25 allowing costs to be distributed over a four year plan.
* Motorola MCC7500 Dispatch Consoles utilized with the ASTRO P25 system will be
supplied that will integrate directly into the ASTRO P25 Site. These P25 Consoles will
be installed at all currently operational dispatch center. The consoles will maintain
all feature sets and will be fully operational across all phases of the upgrade plan.
* The existing SmartZone equipment that will be utilized during the SmartX phase
one of the upgrade plan will be upgraded if required to the latest software/firmware
release particular to each piece of equipment.
2.1 Phased P25 System Upgrade Plan Year One
2.1.1 ASTRO P25 Site
A new ASTRO P25 Site will be supplied and installed. This site will consist of a fully
functional ASTRO P25 Core and will support the SmartX interface for the existing
SmartZone system during the upgrade migration. This ASTRO P25 Site will also support
the MCC7500 P25 dispatch consoles to be installed in phase one.
2.1.2 911 Communications Dispatch Consoles
The consoles currently in use at the 911 dispatch center will be replaced with
MCC7500 console systems. These console systems will then be connected to the new
ASTRO P25 Site.
The MCC7500 consoles will support P25 operation and continued operation for the
SmartZone site. The console system will have a direct connection to the ASTRO P25 site
that will support fully functional city wide P25 operation.
2.1.3 City of Regina System using SmartX
Upon replacement of the City of Regina dispatch consoles the radio system will be
integrated into the P25 Site using Motorola SmartX technology.
The SmartX Site Converter focuses on the initial infrastructure upgrade of the SmartZone
site to an ASTRO 25 site. This will be followed by Subscriber migrations over the next four
years to full ASTRO 25 operation.
The SmartX Site Converter can provide a valuable first step in moving to the ASTRO 25
platform to enable ASTRO 25 features, products and capabilities while keeping the 3600
Site and Radios operational through their useful life. An ASTRO 25 network with
SmartX Site Converter forms a powerful hybrid network – one that can blend existing
SmartZone site (3600) with the ASTRO 25 site (9600) for enhanced
interoperability and flexibility. City of Regina agencies can maximize the value
from their existing equipment while gradually investing in a path to the future. A
mixed network is enabled through the deployment of the SmartX Site Converter that
convert SmartZone site audio (Analog and/or Digital IMBE) and signaling
information to IP data packets routed on the ASTRO 25 site.
Motorola will use the SmartX site converter concept in the migration strategy to
integrate the City of Regina SmartZone system into the new ASTRO P25 site.
2.2 Year two P25 migration, P25 RF Overlay
During the second phase of the system upgrade the P25 Site will be installed. This P25
site will be equipped to support the final RF channel configuration of the system.
This fully operational P25 site will allow the City to migrate a portion of the users to full
P25 operation.
The existing SmartZone simulcast system will continue to operate on a reduced number
of RF channels to support the portion of users that remain operational on the legacy system.
During the final phase of the system upgrade the remaining subset of RF channels
operational on the legacy SmartZone system will be replaced with P25 RF channels.
These channels will be integrated into the previously equipped ASTRO P25 Site.
The remaining radio users will migrate operations to the fully upgraded and fully
equipped ASTRO P25 System.
This phase completes the upgrade process. This approach allows the City of Regina
to distribute system upgrade costs over a four year period while maintaining a fully
functional and robust radio system during the upgrade process. When complete the
City of Regina will be operational with an ASTRO P25 Compliant Radio System.
The 911 dispatch center will be operational with ASTRO P25 MCC7500 Console system.
