Came across this:

Complete with Phase II emission designator (9K80D7W). Plugged those frequencies in my scanner but they're all silent for now. Perhaps this is the beginning of Richmond's upgrade?

Thought Richmond was going to partner with Henrico /chesterfield /Colonial Heights and supposedly Hopewell on the new Central Virginia Radio System.

There's no indication that they aren't. Localities on the current system have separate licenses for their equipment, and frequencies for new systems can be licensed a long time before implementation.
