Paradigm shift needed
You're monitoring a trunked system here, Terry. If you leave your scanner parked on a specific freq you are going to experience what you're experiencing now. On a trunking system, the system assigns an available frequency for a talk group on almost every transmission.
You need to:
1- ensure your bank is set for MOT
2- ensure you have at least all control channels entered correctly as MOT mode.
3- enter the talk groups you are interested in into your scanner, then lock the bank.
4- Once you have the '96 scanning, you have to wait for the talk group you want to come up (MPD district 5 for example). In DC, you shouldn't have to wait long. Once that TG comes up, immediately press/hold the TRUNK key until you see ID HOLD on the screen. This is the trunk tracking function. The '96 will follow that TG until you either press the TRUNK button again or turn the scanner off.

If you're monitoring on the 460MHz system, you also need to program the appropriate offset. If you're monitoring on the 800MHz system, you don't need to do anything else.
