Hmmm, I question the need for direct communications with first responders on two points. First the chaos at the scene can cause much confusion and misdirection until things settle down and there is order and a plan. Second, once the scene has been assessed and staging areas are established the dispatcher can direct the buses the same as the others do their equipment and personnel.
Improving surveillance and security at transportation centers is always a good thing as they've always been areas of criminal activity, mind your wallet or purse. In some areas crime on the bus is a problem so on board cameras play their part. Unions can be a problem in that regard but it raises the question of WHO is actually objecting, the rank and file or the chicken poo reps? My experience AS a rep gives me some ideas, odd notions come down from the top and there are reps who really aren't the brightest bulbs in the house.
