Doing a county search and run across this new license for SLED under the call sign WQPY983. It has a grant date of 9/25/2012 and all new frequencies. Has narrowband designator, but also, a 9K30F1D designator (SCADA remote control). Probably encrypted comms, but just an FYI, I will put them in the scanner and see if anything comes across in the clear.
I, also, seen a narrowband modification for the old 154.665 frequency under call sign WPKF925.

It would seem like they are replacing their old wideband vhf conventional repeater setup.
On the old vhf freq, which was used sparingly anyways, I had always monitored full p25 encrypted comms.

As the OP stated, Id have to agree this is gonna be enc most likely. But still a good find regardless.

They used their 800 in upstate Friday 1/11 and as far as I know they have statewide coverage. And what about the 6000 mobile units on the Lic.? Thats even too many for pagers.
