If you are hearing tones or data bursts on 170.275 (or any of the frequencies in the first link below) you are probably hearing stream flow gauges or flood warning systems or similar.

I have heard this with both NACs of 201 and 776 in Austin. I'm not up there much anymore but NAC 201 was when FPS was first going to P25 and lately I've only heard NAC 776 out of Austin. If you'll take a look at the Federal Protective Service Wiki, you will see the entire Region 7 bandplan.
