Recently I have heard 09-072 in the Vegas area, anyone have an idea who this talkgroup belongs to?

According to the Southern Nevada Scanner Book 7th Edition, (latest edition) they don't show any series 09- talk groups on that system.
As a matter of fact they skip from 08- to 10-. I guess we will all have to listen and try to identify it.

I can't really say all of it but it sounds like "Control ready to start up number ..." Possibly an extension of the water district? I will monitor further and let you know. Also in addition I'm hearing NHP on 08-001.

The NHP talkgroup that you are hearing on 08-001 is simply a patch. If you have a copy of the Las Vegas area scanner book it does list the patch talkgroups that NHP uses in Southern Nevada.
As for the Southern Nevada Water Authority they are on the SNACC system and not the NSRS. The only utility that I know of on the NSRS is Nevada Power in the south and Sierra Pacific Power in the north.
From time to time some talkgroups heard in northern NV will be heard in southern NV for short periods of time.

09-072 is some kind of work crew, this morning they were talking about starting up a sludge pump.
