Your scanner, the WS1065, is a later model of the PSR600 (the Pro-197 is the same scanner sold by RadioShack with their label on it). The WS1065 has a RadioShack labeled twin, the Pro-652. The earlier models were manufactured by GRE, which is no longer in business. Your WS1065 was made by Whistler, which acquired the intellectual property to make these scanners after GRE dissolved.
There is also an 'Easier to Read Manual', which you can access online. All of these scanners program the same, regardless of which specific model number or manufacturer.
If you intend to program by hand, you'll find step by step instructions in the Programming Tips page linked above, as well as in the Easier to Read Manual.
If you intend to use software for programming, there are three programs that can be used: ARC500, PSREdit500, and Win500. All of tehse have a 30 day free trial period, after which the software can no longer be used unless you purchase a license for it.
Northeast Tarrant County, commonly referred to as "NETCO" is on the same trunked system used by Fort Worth, along with a number of other cities in Tarrant, Johnson, Ellis, and Dallas counties.
The NETCO cities are on Site 3 of this system.
You would program the frequencies on that page (you need only the red and blue colored frequencies), then program in the talkgroups that you want. All the talkgroups for the cities in Northeast Tarrant are grouped together on the FWRRS page.
Site 3 (the one used for NETCO) is simulcast, with three sites for transmitters. Depending on your exact location relative to the three towers, you may have no problems at all, or Simulcast will cause your reception to break up or be garbled. I loaned one of my friends my old 996T, and programmed NETCO for her (she's in Grapevine). She has perfect reception. But if you happen to be in the wrong spot, then it will be hard to correctly scan the talkgroups you want.

FYI Starrsoft (Maker of win500) doesn't even load anymore. I would suggest PSREdit500
Yeah, that's a shame it has gotten to that. I still use Win500, but have PSREdit500 as well.

Butel ARC500 is good also. You can download both for a free trial period to see which one you like.
