New to the scanner thing

i am very new to this scanner thing can anyone help me out on what i need to buy, I want to be able to listen to the police in county and city and if i understand some of these maybe on a trunk system , and some are coded frequncies that i'm interested in

Before anyone can help you you need to tell us exactly which systems you want to monitor - state, county, city. Also "coded frequencies" is not a common term. Do you mean encrypted? If so, there is no scanner that can monitor it.
