New Tower for P25 System

When a new tower is added to a P25 statewide system, do all radios need manually programmed or is this information automatically downloaded through the data channels of the other towers?

The reason I am asking is because a new tower was added in our county. I can hear surrounding counties on the new tower but radio traffic from the county sheriff itself is still not present. They are still on the 2 adjacent county towers but not on the new, closest tower for some reason.

The radios may be manually reprogrammed (unlikely now a days) or OTA reprogrammed, it all depends on the comm techs for the agencies involved.

As for tower affiliation, on our statewide system we have two towers less than 5 miles apart, they have different purposes and different units on them. This could be to limit traffic on each or, despite location, be directed in different directions to cover different coverage areas. Only the radio techs for the agencies in your area could tell you for sure.
