New Trunking System???

In the Chattanooga area, there are four frequencies that are now full time transmitting a dead carrier, but with the motorola fail-safe tone every few seconds. If you listen closely to the signals, you can hear the "disconnect tone" rumble that's common to motorola trunked systems. I did an FCC license search, and the frequencies come back licensed to Nextel. Funny, because Nextel uses IDEN, which sounds much different than the common trunked system sound I hear. The freqs are 851.0625/851.1125/853.1875/853.9875. A few days ago 853.9875 transmitted control channel noise...again, not your typical Nextel sounds. Anyone have any ideas?
