new user - finding ctrl chan for Irving

I just got a new scanner bc346xt. I am trying to get Irving's to load, I think I created everything correctly but i get finding ctrl chan every time im on the dispatch channel and never hear anything. Any help out there?

You should also enter the frequencies in order from the table.

Beyond that, hopefully with the 346xt will chime in.
