Can you pick up Newark Fire on the New Channels on the NJICS with a BCD396XT or BCD996XT?

No. They operate TDMA almost exclusively. Only the rare times an outside agency radio affiliates to their talkgroups will they revert to FDMA & be heard on the older scanners.

Negative. Since they're Phase II, you would need either a BCD436HP/536HP, BCD996P2, or a WS1080 from Whistler.

Thank you for the info. Can the 536HP be programmed like the 996 with software? or is it already pre-installed freqs?
It comes with free software called Sentinel. You can set up custom favorite lists with that software instead of using the full onboard database.
I HIGHLY recommend using the unit that way. My favorite lists are linked in my signature here. You can import them into Sentinel & see how the unit is structured. I'm on mobile right now, so I can't link you to Sentinel right now...
