So I work in Newark, very near to the FBI building. There are two boats that seem to patrol the Passaic river daily. One appears to be taking occasional core samples. The other is an interesting boat with an "inverted V" nose which seems to be picking up anything that's floating on the river. Neither appears to be affiliated with Newark PD. Any ideas on who they are and where they communicate?
