What do you mean by "revamped"? I still hear Newark PD on the same frequencies.

I think Newark Police needs other many things before a new radio system, Let's start with the National Guard and maybe a few thousand more cops.

There were a few channel reassignements after they restructured their patrol zones from "districts" - North, Central, etc - to "precincts." Haven't heard anything about a new radio system, though...

Newark has a POLICE department? You can't see it for the crime stats! On the other hand if Mack Senate (spelling?) filmed with sound you'd recognize the Keystone Kops. While I don't monitor NPD frequencies I have heard them using an Essex County interop repeater during a "civil disturbance" for crowd "control" and domed hats and an open top Model T came to mind.

"Let's start with the National Guard and maybe a few thousand more cops."

That approach failed in 1967 so what makes you think it would be effective now? Since then I've been saying the best tool for urban redevelopment is an atomic bomb.
