I'm in the St Clair County Illinois area. I'd like to start listening to CenCom East and West and other area radio comms. Can someone please inform me how I can listen to them? Handheld, base, and internet.

Everything is on digital P25 800 MHz Trunked Radio System, STARCOM21. Site 359, is a SIMULCAST system, so better scanners are recommended, such as SDS-100 and/or the SDS-200. A Unication pager also works great for this simulcast system.
If you want to listen over the "internet", you can use the BROADCASTIFY portion of RadioReference.com -- St. Clair County Illinois Live Audio Feeds

If you want to listen on a mobile device (phone, tablet), you can use the Broadcastify App, or many others that are available. However, I personally recommend "Scanner Radio" or "Scanner Radio Pro" app for phones. If the scanner broadcaster has it enabled/set-up properly, on this app you will see the ALPHA TAGS that show which channel you are listening to, rather than many apps, where you can not see who is talking.

Welcome to the RR forums. I'll 2nd the recommendation for the SDS100 & SDS200. Although I've never personally monitored Starcom I've got plenty of similar simulcast systems in my region that I can attest to the SDS's merits over other scanners regarding simulcast.

The RR database shows that CenCom E&W (St. Clair County) is P25 Phase II digital and, happily, mostly unencrypted. With the proper radio and antenna as mentioned you should be able to hear most of the traffic.

Here in the Chicago area my 996P2s and 325P2 copy Starcom perfect in my area of the southern suburbs,...No stumble at all on the simulcast towers, maybe just lucky area,....

As far as I know, most everything around the area is still Phase I, except some like MedStar EMS. The system is just Phase II capable

SDS-100 works great for me here in Belleville.

It can be too much of a good thing with everything that comes in as I don't have Quick Keys setup yet. (I'm a lazy duff.)

I visit St. Clair quite a bit and my 396XT portable does a really good job. Current equivalent is the 325P2.

Online vs a real one. You will not have to be reliant on someone else's scanner, there's or your internet and power. How many times have they gone down? You will get the audio as it happens and not 30-150 seconds later. Press HOLD on an important call so the scanner won’t... scan.
Lockout any that you don't want. *VERY MUCH improved audio*.
If interested - airplanes, railroads, ham radio repeaters.
Listen to what you want, hear many other talkgroups than the broadcastify online one is allowed to broadcast due their rules. ->
Feed Provider Terms of Service - What can and cannot be broadcast

Under MODE if it’s D or T it’s in the clear, De or Te sometimes clear, sometimes encrypted, DE or TE is always encrypted.
