    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

While these new Chinese radios seem to work well, they can be a real pain to program. While your average Icom, Kenwood, Yaesu are simple to program from the keypad, the Baofeng is very difficult to do simple keypad changes like offset, or pl changes. Fortunately, you can easily program the radio using a laptop & cable to set everything up, but do you want to carry that laptop with you just to change the pl tone? My Dad recently picked up an Icom HT, & I had never seen it, but I was able to program it in 5 minutes w/o ever looking at the owner's manual. A friend once showed me his new Chinese HT on the way to a Hamfest. After an hour I still wasn't able to figure out how to program the offset, or PL tones. So they are a good value for the money. but difficult to program from the keypad. Spend the extra & get a radio that programs easily..

I think the best bang for the buck when it comes to dual-band handhelds is the Yaesu FT-60. They are good radios and rugged to boot. You should be able to buy a new one for less than $200.
